IEEE - COLCOM 2016 EATIS 2016
COLOMBIA

Editorial Letter:

The 10th Conference of the Euro American Association on Telematics and Information Systems (EATIS.org) held from 27th to 29th April 2016 in Cartagena de Índias, Colombia, has as its objective the promotion of both academic and research collaboration between the universities of Europe and the American continent.

This conference is an excellent opportunity for academic and professional updating of the participants and for promoting the consolidation of projects, research, collaboration and businesses among academic institutions, research institutes and technology companies, from the region and from the rest of America and Europe.

The IEEE & IEEE Computer Societ, and the Association for Computing Machinery (ACM), ACM SIGAPP, ACM SIGWEB, and ACM SIGCHI have both renewed their institutional support to EATIS.org. IEEE Colombia, IEEE Intelligent Transportation Systems Society (ITSS) and ITS Colombia also supported EATIS.org for this edition of 2016.

Thus, the EATIS 2016 Proceedings will be published both in the IEEE Xplore Digital Library as at ACM Digital Library.

EATIS 2016 is structured around technical sessions, workshops and talks from invited speakers from the international community. The proceedings record the contributions of 117 papers, 36 of them published as full papers and 56 as short papers. Each one of the selected papers was evaluated by at least 2 reviewers, and most of all 3 reviewers. These papers are selected out of 117 submissions from the following 14 countries: Argentina, Brazil, Canada, Colombia, Czech Republic, Ecuador, Germany, Japan, Mexico, Panama, Peru, Spain, United Kingdom and United States.

We are pleased with the quality of the selected papers and we would like to thank all the Authors, Scientific Committee, Sponsors and the Local Committee for their interest in the conference, thereby helping us to make a successful EATIS 2016.

It is also a pleasure to inform you that EATIS.org conferences has been recognized by the CORE (Computing Research and Education Association), due to the great work performed by all attendances (authors, committees, directives) and, of course, by the high quality of research works that have been presented in the past.

Finally, we thank all participants, who make this event possible.

Sincerely yours,

Dr. Luis Felipe Herrera-Quintero, General Chair
Dr. Eduardo Carrillo Zambrano, General Co-chair
Dr. Gabriel Antoine Louis Paillard, Program Committee Chair
Dr. Francisco Milton Mendes Neto, Program Committee Co-Chair
Dr. Rogério Patrício Chagas do Nascimento, EATIS.org Scientific Director
